National Advocacy – ASA’s Voice in Washington, D.C.

At the American Subcontractors Association (ASA), advocacy at the federal level is at the core of our mission. For more than 50 years, ASA has been the powerful voice for subcontractors, specialty trade contractors, and suppliers across the nation, working tirelessly to improve business conditions and protect the future of the construction industry.

ASA’s history of leadership has secured meaningful reforms that directly impact subcontractors and suppliers. Through national advocacy efforts, ASA ensures that the concerns of the construction community are not only heard, but acted upon, in the nation’s capital.

Taking Our Voices to Washington

Every June, ASA chapters from across the country travel to Washington, D.C. to meet with senators, legislative officers, and members of Congress. This annual fly-in is a cornerstone of our advocacy work, giving subcontractors a direct platform to share the real issues impacting their businesses and communities.

During these meetings, ASA members address vital topics, including:

  • Change Orders – advocating for fair and timely payment practices.
  • P3 Bonding Requirements – ensuring protections for subcontractors on public-private partnerships.
  • Tax Reform – pushing for policies that support business growth and investment.
  • Workforce Development – supporting initiatives to strengthen the construction talent pipeline.
  • Procurement Reform – encouraging practices that are transparent, fair, and efficient.

These are not abstract issues, they directly affect subcontractors’ ability to operate safely, fairly, and profitably. And the capital needs to hear our perspective.

Strategic Coordination

ASA’s national advocacy is coordinated with the government relations team, led by Mike Oscar, ASA’s Director of Government Relations. Working closely with ASA executives and state chapters, including Arizona’s, we develop a strategic schedule of meetings to ensure that subcontractors’ voices are represented at the highest levels of government.

The policies shaped in Washington, D.C. ripple throughout the construction industry nationwide. ASA ensures subcontractors are not left out of the conversation, standing united to influence legislation, protect fair business practices, and secure a stronger future for subcontractors, specialty trade contractors, and suppliers everywhere.
